So I recently tried installing a second M2 SSD on my z390 Dark.  I don't know my BIOS version, I just know I got the board shortly after launch and haven't updated BIOS as there has been no need.
Anyway, so I installed this second M2 SSD and it's visible in BIOS but Windows isn't seeing it? 
I was having an issue with my SLI but it turns out my bridge was loose.  Which is funny, an RGB bridge is far from necessary but it just saved me a ton of troubleshooting by not lighting up lol

    See: Method 2. Using Disk Management to Initialize a Hard Drive/SSD.
     
    Also: How to create and format new partition using Disk Management
     
    Basically, bring it online (if necessary), initialize it, format, and create a partition using the Wizard
     
    See if any of that at least gets your SSD going..And you should update the BIOS as needed.
