Z390 Dark Wake-On-Lan Issues

I am trying to get Wake-on-Lan (WOL) set up with a Z390 Dark MB. I have BIOS Version 1.06. WOL works fine from sleep but if the computer is fully  powered off the computer will not turn on. Using the Intel 219-V Ethernet jack. Basically it looks like the motherboard is not even supplying power to the Ethernet jacks while the PC is off - there are no LED lights when off. I checked the BIOS settings and WOL is enabled (the European power saving thing is off as well).
 
The question is, does this motherboard NOT support waking from a powered off (S5) state? Is it a issue fixed with BIOS 1.07? Would rather not have to flash and reenter my overclock settings if I don't have to. Thanks.

    If you haven't already done so, turn off Fast Startup in the Windows Control Panel -> Power Options -> Choose what the power buttons do -> Change settings that are currently unavailable -> Save changes
     
    See how that rolls.

    "In Windows 8, 8.1 and Windows 10, the default shutdown behavior puts the system into the hybrid shutdown (also known as Fast Startup) state (S4), and all devices are put into D3. In this scenario, WOL from S4 or S5 is unsupported."
