I have to power cycle the PSU every boot restart hibernate to get the amp to come up and show in windows. This is getting pretty old pretty fast. I have done all the usual things drivers cords etc. The issue is the amp needs to be hard cycled to power up and show up in windows then it works every time.

Personally I am not a fan of using hybrid / sleep mode - to many buggy issues with windows and hardware - my system is either on of off (Well, Monitors do shut off after 30 min inactive time)
If you are putting it into sleep you might was well just turn the thing off, with the boot times as fast as they are now there isn't really any wait.

What do you have the bios settings at for S and P state settings?
What do you have windows set at for powering on / off (USB, PCIe ect) during sleep?

All that stuff is turned off here as well. It's odd the amp needs to be hard cycled. It was happening to another guys NU amp and thats were I got the idea to hard flip it.
Side note are both 8 pin cpus required does one jack take priority over another?

If you are referring to the 2 (Item 7 on page 14 of the PDF)  EPS 8 pin connectors then YES they both need to be connected!!
