Z170 Stinger no boot error 0d

Hello,
This is my first post. I have a EVGA Z170 Stinger with an i5 6600 processor. I plug in the system and upon pressing the power button, all fans turn on but system does not boot up. Diagnostic code 0d on motherboard and just hangs there. CPU is not even getting hot.
 
I've ruled out it's either a bad CPU but more likely a bad motherboard. It is not a bad RAM issue. Also nothing else is plugged into the system. Unfortunately I do not have another motherboard or cpu to determine which is bad but figured maybe someone here has had the same issue?
 
I have been reading people reporting they've changed the bios chip to fix issues similar.

    I'm not sure what the issue is as the 0C-OD codes are reserved for future AMI SEC error codes
     
     
    At least according to that manual.
     
    Try totally resetting BIOS? Take out the Button battery, go out buy a new one, plug in the new battery ...should be reset at that point.

    Sorry for the long delay,
     
    I reset cmos, replaced battery, no luck. To be honest I think the cpu is dead. 
     
    I think I need to find a known working cpu to test on this board.

    I purchased a cheap used board, i5 6600 is working. I can safely confirm the EVGA Z170 Stinger motherboard is the problem
     
    Would anyone have any suggestions what I could do going forward before scrapping the board?
    So far I've tried:
    - Reseating functioning RAM, using different functioning RAM in all combinations possible
    - Swapping functioning CPUs (i3 6100 & i5 6600)
    - Clearing CMOS
    - Replacing CR2032 battery (both checked with a meter confirmed at 3V)
    - Cleaning (using mass airflow sensor cleaner) bios chip socket and reseating bios chip
    - 2 different functioning power supplies
    - Checking CPU pins, they seem ok
     
    If I remove the CPU from the socket and boot the motherboard, I get 'C' error. Good.
    Else anything else I do - error code '0d', flicks to 'C' for a moment, then back to '0d'. 
     
    Is there a way to reflash the bios in this state? Else would a bad bios chip cause the board to behave this way?

    Solved. Hopefully this helps someone in the future.
    Corrupt BIOS. Got a CH341a USB chip reprogrammer from China, erased old bios, flashed new bios.
    All working now.

    EVGA, why manufacture a board with a removable BIOS chip and not offer replacements?
