Been building PCs for years and I cannot get this ram to post with my new X99 classified motherboard. Its a 16gb kit of CL15 3000Mhz ram my family member sent me. Board keeps posting B0 19 in on the board. Feeling a bit foolish here after all I have been through with shady ebay sellers and I have about 2 weeks to make a return on a part if not needed. Any help much appreciated. Setup is below. ELI5 if need be, but I have re-seat every connection like 3 times now and need a sherpa's good word.
 
X99 Classified 
6800K with G Quiet Dark Rock pro4
GTX 770 test bench card in slot 2 (replacing with my 980 ti)
Samsung 970 EVO 500GB
Ram is in slots 1, and 3 on the left hand side (Corsair 3000Mhz CL15 DDR4 2x8gb)
Corsair 750D Airflow
EVGA 750 G3

Does the same issue occur when booting with only one stick of ram in slot #1 on the left hand side?

Yes and swapped them both in for individual testing. Wondering if having the gfx card in the second slot is the problem for initial boot.

You have to fill all four slots. Slots 1,3,5, and 7. BTW, I have the same board, and Corsair Ram.
 
 
NOTE:  Also, the farthest slot on the right is number 1, and two over to the left is slot 3. Over to the far left side is slot 5, and two over to the right of that is slot 7. This is how my board goes, even though in the manual the pic is reversed. Not sure why my ram numbers go the opposite direction. Confirmed this with Evga tech over the phone too.
 
 
(Your board may be the old layout. Look at the ram slot numbers stamped on your board, to be sure.)
 
 
*Side note:  IMO, I think the GPU should go in the first slot.

Just curious why you did not use slot 1 for the video card? 
 
Have you tried moving the bios switch to a different position?

CPU cooler interferes with pcie slot 1. I guess i'll try the other ram slots here and type to get a different postcode. I'll lose like 2% performance if that by being on an x8 slot so not that bad for the reliability of a massive air cooler.

I have one of those Cooler Master coolers. Works great to cool my i7-5930k. My 2080 Ti Classified fits there next to the ram, but it still fits. Although barely.   ;)

Slot 4 is a X16 slot. You didn't mention if you moved the bios switch to position 2 or 3?
3 is usually the one everyone leaves stock so it will pull you out of a jam.

I am going to hit some troubleshooting tonight. Changing to other slots and testing on each bios. Maybe... I have the other revision of the board. Wondering if the an XMP profile is trying to be at 3000 mhz and my chip used ebay chip doesn't like it. Memory has been used in an 8700k build initially as well so I know it is still good. It looks like I'm going to need another cooler to get to that ram slot.

Is it dual channel memory or quad channel memory
X99 uses quad channel memory and  8700k uses dual channel memory
1,3,5,7 for quad channel memory or 1,5 for dual channel memory
System Memory support:
Supports Quad channel DDR4 up to 3000MHz+ (OC).
Supports up to 128GB of DDR4 memory.

^ Yes, that's what I basically told him. Either slot 1 alone, or 1,3,5,7 at the same time. My Ram came in a kit of four sticks.

You do not have to run 4 sticks of memory on the x99. I run two 8gb sticks on my x99
Put one stick of memory on each side of the CPU in the farthest slot away from the CPU
x99 can run quad channel, it does not have to, it will work fine in dual channel.
 
I use the same two sticks of memory in my z370 with my 8086, two x 8gb of Gskill
Memory that works in a x99 should work in a z370 and the other way around. If it works in a z370 it w
should work in a x99

Not having the video card in the first pci-e slot shouldn't matter.

You guys are telling the OP something that is wrong.
All 4 slots do NOT have to be occupied. I just posted a pic of my x99 classified with just 2 sticks on the board and it works fine in dual channel.

Well I never tried using those two far slots, and I was told something different. If the OP tries putting his 2 ram sticks in those slots, and it works. We will all be happy.   :)

I learned with EVGA start with the two farthest from the CPU
Asus start with the closest slots.
You want to have even number of sticks on both sides of the CPU 
One on each side, two on each side....
 
The manual says that an odd slot has to be populated, not just all even slots.
The manual is incomplete with out a full explanation of the memory population

I'm thinking the op needs to...
 
#1 Reset the cmos on his board to see if that helps sort the issue.
#2 Update his motherboard bios if he isn't running the latest version to see if that might help sort the issue out.
#3 Try a different set of ram to see if the ram just isn't compatible.
#4 Try a different cpu as the cpu he has may be faulty.

It is required to populate an odd slot first
Then it says it will not work with only even slots populated.
So populate slot one then slot two it should work. And I will do that right now BRB
