X79 FTW rig and issue help

Hello all, I am having an issue and as you all know troubleshooting can sometimes be hard and a lot of work. Im trying to figure out the issue i am having with my pc. All my PC info is posted below. 
When i shut down my pc or turn it off for the day and i return home or just restart my pc i am having trouble getting past the bios screen. It is typically stuck on code 99 which says is a memory issue which i know it is not. I have tried all chips individually, ran memtest and even picked up a new ram card just for testing.
 
The issue i am having is turning on my pc it just gets stuck on the FTW splash screen over and over usually showing the error code 99. I have not updated my bios in a couple years but i have not changed any hardware but still can be an option i try. 
 
I basically have to just keep having to hit restart over and over and over until it finally does a normal post. I have tried switching to and older bios setting using the built in switch but that doesn't seem to work. I have also reset the cmos many times and that doesnt seem to help. I have used the internal and external power and reset options.  Once i have a correct post as long as i leave the pc on i have no issues whatsoever but if i decide to shut down the pc for the day and come back from work i have to keep restarting my pc over and over and over until it finally has a correct post. sometimes it take 20 or more tries. I have unplugged it and held the power button to drain all power but that doesn't seem to help. im not sure what issue or components could be doing this but i have not changed any components or software in a very long time and the issue just started happening out of the blue. Im tempted to take a video of it but  really dont want to go through the hassle but i will the next time i restart or shut my pc down. All aspects of my pc seem to be running normally such as temps and functionality once im logged into windows. What could be causing this and just start making it happen after all this time after changing nothing on my pc. Is it possible a component is faulting out on my pc? Could it be the motherboard itself or a power supply issue? Im really not sure what it could be and what info i can post to help you guys help me diagnose the issue. Its just very annoying when you have to leave your pc on 24/7 just to not have to restart your pc many many times just to get it to post. Please if anyone has any info or suggestions or ideas i could check out id greatly appreciate it. Thanks for your help and lease let me know what troubleshooting i can try. I just really dont want o shut the pc off and go through such a hassle waiting for a correct post to finally go through. Its also a hassle to have to use a secondary monitor just to see my bios posts since the bios will not show up on my main monitor through hdmi and have to use an older dvi monitor to see my bios.     Do a test with only the essential components plugged in PSU, CPU, H80i, GPU, 1 stick of ram. Disconnect everything else including keyboard & mouse. See what debug code you get then.

    CPU & Motherboard are the likely culprits. Try reseating the cpu if you haven't tried that already.

    i will eventually try that "reseating the cpu" but its strange that it would just start happening after not making any changes to the pc in so long. thanks for the help and if you can think of any more ideas ill give them a try.

    99 hang is usually not enough power to the motherboard on the 12 volt aux rail. I've seen this a lot with highly overclocked systems or with a weakening power supply. Most likely lost a cap in the PS. I don't know if you have more than one 12V Aux connection on the MB;  if you do & you are only supplying one of them from the PS, this can cause a problem as components get older and draw more power. 
     
    I looked at some reviews of your PS, seems there is some 12 volt ripple that becomes a problem at 80% load. Not sure how much your system is loaded.

    No not yet i havnt had much time, i did a reformat since i was about do anyway. went through the pc cleaned it out some with some duster but other than that i havnt had much time and i just dont restart or shut down the oc. Thanks

    I agree with MhzManiac poor power on start seems reasonable.
     
    Also just to be clear; a Warm reboot works fine ?
     
    CMOS battery is fresh ?
     
    Setting BIOS to default does not work ?
     
    Turn off the splash screen in BIOS -- so you can try & see what is going on, put your finger on the pause button, it will happen fast - if captured take a photo of screen with your cell phone
     
    If MB has start button - unplug all case connections & and All USB except KB & mouse ---> then test

    Luckily i have 3 bios selections. I was on selection 3 that was fine then i started having all the issues. I could never get selection 2 to ever post for me. selection one i switched to and it has worked fine for about a week. i just updated the bios to the newest one which was a risky move. could it be possible there is something wrong with my bios chip inside the clamshell?
    im down to my lest selector here and if anything goes wrong im kind of screwed. is there a way to order a new bios with 3 updated or at least original bios's on them so i can start from that? but so far no issues on selection 1, i will keep you posted and am running the newest bios with the newest chipset. Its strange selection 2 never worked for me and now selection 3 crapped out. im down to my last bios selection, anything goes wrong id like to have an extra. and im not even sure why the bios would have anything to do with these issues. Thank you all

    The bios inside the clam shell can also be replaced if you need it to be replaced. Just contact evga for assistance.

    i was able to recover selector 2 with this method but selector 3 is still unresponsive. so possibly my bios chip is faulty is some way. but i at least have 2 selecors working atm, ty
