X299 micro question

Hi all. I have a problem with my system for a bit while now and i want to fix it. The problem is that every time i turn on my PC one random core of the CPU is always at 100% stuck and anything i do in my PC while the core is stuck i get things like audio stutter and very low frames in games and video stutter. If i restart the PC everything works normal. This is making me restart my PC everythime i turn it on after it has been off no matter how long or short time. Is there a way to fix this?. I see in task manager the core stuck but no app is currently working so much to make it behave that way. The only thing that is high enough is the system app but its at 3% use mostly the rest is 1% or 0%. I updated recently to Bios 1.24 but it is still the same. I even reinstalled windows on different hdd or sdd just for testing and all came up with the same problem even before and after updating windows 10 to everything available. Currently my windows is installed in a samsung 970 evo nvme. Thanks for any help or advice in advanced.

System specs
Cpu intel i7 7820x
Ram corsair ddr4 3000 32gb
Hdd samsung 970 evo nvme
Psu evga 850 watts bronze
Gpu rtx 2080ti single card
All drivers installed are from evga support site.
Windows 10 1909 build 18363.815 all updates.
No sound card or any other pci card isninstalled only the gpu.
Bios is at defaults with nvme on startup and xmp profile enabled for ram. That is all apart of defaults on bios.

    This is a strange one. Stuck at 100% usage? If yes, do you have another cpu you can test with? Can you test the cpu in another system?

    Sounds like there's possibly some software issue at play.
     
    Try a clean boot to troubleshoot that.
     
    EVGA Precision has been known to cause CPU usage problems..Disable it (if you're using it) from starting with OS in the settings and see if it matters.

    A software issue that only occurs on cold boots is very strange. Even more so after a clean install of windows.

    for reference here is a picture i took of the problem. in this picture i overclocked for testing but currently the system is not overclocked. also here is a core but it can be a random core any time i cold boot the system.

    You check the processes? It would tell you whats hogging it

    I have the exact same problem with my X299 Dark, I posted before but was ignored. While your CPU is pegged at 100%, if you put the PC to sleep and then immediately wake it up, does it return to normal? Happens at BIOS defaults, I've disabled almost everything in bios, still happens. Clean windows 10 install, still happens. I have no idea, it's been driving me crazy for 6 months now.
