X299 Dark will not post with i9-10900X

Dear guys,
Just received the BIOS 1.23 chip.
installed it.
The X299 Dark will not post with the BIOS 1.23 chip in slot 1.
The graphics card [a new EVGA RTX 2080 super-blower]
is not recognised in any of the slots, the leds don't light, with the BIOS1.23 chip in slot 1. All fans don't work.
With the BIOS slot 2 or 3 the  graphics card is recognised with white led only (no green),
and the post code is dF, and 3 beeps sound, and all fans work.
Only first slot of the left is populated with one stick of 16 RAM. White led on top of RAM slot is lit.
White led on top of ALL RAM slots are lit.
From left to right; the leds beside the CMOS button are lit: white, white, red, white, white, white.
please advice

    Did you do a clear cmos and then restart after installing the new chip?! If not, do it and try again.

    I would do what wmmills said. I have i9-10900x with BIOS 1.23 working fine.
     
    If that doesn't work post pictures of your LEDs next to CMOS and call EVGA support.

    Before I forget ... There is a wrong way and right way to put chip in. Check its orientation.

    I did the CMOS clearance, not working.
    The chip is installed correctly, cause the doors close.

    You are welcome :) I don't know can doors be closed even with incorrectly oriented chip but I do know there are indicators on chip and socket that have to line up if it is really installed correctly. Bit hard to see but they are there. That is what I depended on when installing mine. So if I were you I would double check that just in case. Otherwise your next step is call to EVGA.

    Try 1 stick of RAM in slot 4, all the way on the right.
     
    The mobo manual on page 34 says "Kaby Lake-X CPUs require DIMMs installed in Slot DIMM3 and/or Slot DIMM 4 to boot normally."
     
    Maybe that's the same deal with a Cascade Lake-X.
     
    Just a thought.

    That is not the case with Cascade Lake-X. Mine boots happily with RAM stick in any of the slots.
