GPU: GTX 1070 Hybrid
Monitor 1: 144hz 1080p acer vg271 connected via DP
Monitor 2: 60hz 1080p viewsonic vx2270 connected via DVI

I set Monitor 1 as my primary monitor both in windows and nvidia control panel.
However, when I boot my pc, the bios and boot screens run on monitor 2 and monitor 1 does not turn on until the windows login screen.
When I remove monitor 2, it boots on monitor 1 just fine.
Also, I set my screens to turn off after 5 min idle. When I resume monitor 2 will turn on first and have all my desktop icons and running programs/behave like the primary monitor for a split second then, monitor 1 will turn on and all the icons and apps jump over to monitor 1.

Is there some kind of booting/detection priority order I can somehow change on the GPU? How do I do it? Is there something else causing this? How do I fix it?
Thank you so much for your help.

    Nope.
    How do I fix it?

Either get used to it and ignore it, or make the monitor which is currently connected to DP connect to DVI instead and make the monitor which is currently connected to DVI connect to HDMI or DP instead using different cables or adapters (if possible).

Probably will not fix the order - but - still worth looking at  DP 1.3 / 1.4 monitor could blank screens on boot until the OS loads or Hang on Boot

    (excerpt)

"Without the update, systems that are connected to a DisplayPort 1.3 / 1.4 monitor could experience blank screens on boot until the operating system loads, or could experience a hang on boot."

Which DP port are you plugged into?
If it is not the top one by the bracket then switch too it
