Wow.

EVGA sent out my replacement card for RMA a week ago today. Scheduled delivery was SUPPOSED to be today.

For reference, EVGA is in California and I'm in the suburbs of Chicago.


Well...looks like the card made it to the Chicagoland area. And then GOT SENT BACK to California.

Epic fail on UPS. Now I get to wait even longer.

    Well, I received my RMA replacement. This card is ALSO defective. It will not clock above 300MHz. I worked with Alberto from GPU tech support, he was very helpful. We've set up another advanced RMA for this replacement card. So in other words I now have to do an RMA of an RMA.

    Just saw your edit. The replacement I received (stuck-at-300mhz-defective) has Micron memory.

    When you get this card and you believe it is defect first I would ask that you return your overclock to default and retest.

    Yep. Tried that. Reverted to stock settings for CPU.
     
    GPU stuck at 300MHz. Afterburner and PX1 reports GPU power at 372%...which makes zero sense. Tried multiple clean driver installs. Same issue. 
     
    LOL. Just fired up HWMonitor. It reports the GPU Power % while idling at the desktop as 208%.

    Do you have an extra hard drive lying around? Install windows on it clean...

    ok, but if it's not the card but the OS, you sent the existing card back for no reason ....personally (and I have no beef if you don't do this ;)) I'd find it worth it to try before sending it back

    It is not really "humor" your Thread is putting a hold on me buying another RTX Graphics Card.
    Cards just don't stop working in a week or two it is just not common and you now have two in a row.
    This forum does a great job at troubleshooting aside from the off topic crap that we sometimes have to deal with.

    i didn't mean you to humor me and do it...I just think it's worth a shot....
     
    Keep your existing OS on the side on its own hard drive, put a drive in that you don't care about..install windows..see what happens....
     
    takes 45 minutes...it's not like it's gonna make it take THAT much longer to RMA the card if it doesn't work...it's just a quick and simple "Nope,
    this didn't help" or "yep, that fixed it"

    I tend to take everything that they say on HardOCP with a grain of salt, mainly because they are AMD-biased, however this apparently does happen to more than just a few people.
     
    Anyways, I'm about to do a clean Windows install here in a minute. I'm due for my annual reformat/reinstall anyways. Will report back.

    Other than that being Old News Now you do not have an FE Card from NVIDIA.

    All done with the reformat and reinstall. Running a clean copy of Windows 10 Pro 1809. 
     
    Unfortunately, the results are the same. The card will not go above the idle clock of 300MHz. The memory boosts up to 7GHz without issue.

    Unfortunately, the results are the same. The card will not go above the idle clock of 300MHz. The memory boosts up to 7GHz without issue. 

    And your MB is at Stock Settings to include the BCLK is set to 100?
    Are you Using two Separate PCIe Power Cables to your GPU?

    All done with the reformat and reinstall. Running a clean copy of Windows 10 Pro 1809.

    How old is your EVGA SuperNOVA 1300G2 PSU?
    What are you running to make the GPU Clock go above the Idle Clocks?
    Is your Bios up to date on the Motherboard?
    Is the On Board Video Disabled in the Bios?

    Using 3dmark firestrike to test the clocks, msi afterburner osd (issue occurs whether or not it is running)

    Running the 3.30 BIOS, top pci-e slot of course.

    The last item that I see posted here is take the card an put it in a friends computer to see if it also cannot clock above 300 MHz.
    This will do two things one show that your motherboard is ok and the card really is bad or that your motherboard is the issue and the card is good.
    Also you said this was not a new card they sent you and they do test them before they send them to a user.
    It would cost EVGA more not to test them then to just send out a known or unknown bad card to replace a known or unknown bad.
