Windows shows wrong dedicated memory

Hi I can't seem to figure out how to start my own thread for my problem.  I don't know if it's because I'm new or what...
 
I hope a moderator or somebody can help me.   I noticed something that is troubling me a great deal.  
 
I also have an Evga 1060 6gb but mine is the SC.   When I right click desktop and select resolution and then go to advanced settings I am seeing something that doesn't look right under the adapter tab.
 
I'll attach a picture to show what I mean.  Notice how it says dedicated video memory is 2048mb?   Shouldn't that read 6 gigs??
Nvidia control panel, gpu-z and cpu-z all read 6 gigs for video memory.   So why is windows reporting only 2 gigs?
 
edit:  Ok so I must have added the image wrong because you can't really see it in detail but the adapter tab says I have 4859 total available graphics memory ,  2048mb dedicated video memory and 2811 shared system memory.   Something isn't right...

    Well is there a way to fix this bug if it's just a Windows bug?   It's really driving my ocd crazy.    Is there another program I can use to know for sure what my dedicated video ram is?   Is it even possible for a 6gig card to only have 2 gigs of memory?    Sorry if these are dumb questions but I've just never seen this happen before.   All of my past graphics cards have always read the correct amount of dedicated video ram.. same version of Windows.   This is a fresh install too that I made when I installed this card a couple of days ago.
     
    Update:  Ok so I installed Oc Scanner X and ran the 3gb memory burner since it's the highest one I could select.   It tested about 5400 mb of ram.
    I monitored gpu-z sensors while running the test and it showed memory controller load 100% - video memory used - 5368.   Shiouldn't 100% memory load be 6144 mb?

    Windows 10 will show the correct info.

    Nope. On my 12GB card it only testes up to 5400 as well.
