Windows main volume acting as an EQ

So my when I turn down my volume in windows the more I turn it up the more highs I get and the more I turn it down the more lows I get until I hit about 50% then everything lowers like normal. So if I keep windows at about 75% it sounds perfect, but then I have to change in whatever program I am using and not the volume wheel on my keyboard. Has anyone else ran into this?

    Not enough information provided on what Program is doing what or setting.
    Windows 10 thinks it knows (Microsoft) what you want even if you do not.

    I am running windows 10. And it does it to anything playing.

    I am running windows 10. And it does it to anything playing. 

    Do you think that your EVGA NU Audio Card is causing this Windows 10 issue?

    I am thinking so. I never had this problem with my old Creative Fatal1ty. Playing around with it I set my EQ back to flat and that problem goes away. I am a bit of a basshead and like my low end.

    Seems Windows 10 is doing this then.
