Windows 10 won't shut down it loops back to welcome screen then to desktop?

When I try to shut down the pc windows will reload. It skips the bios and just reloads it's self back to the welcome screen then to the desktop. Any suggestions on what could be the problem here?

    Which version of windows 10 are you running? e.g. 1607.

    Windows 10 Pro x64 1790 Build 16299.64 
     
    I am able to hard shut the system down holding down the power button on the EVGA DG-86 Case.

    Okay, I only tried the second one from the youtube video and it worked. Will doing this tamper with the performance with the Windows's boot up and shut down? Also by skipping the first step will that impact anything regarding performance for bootup/shutdown in Windows?

    It will affect windows boot times. Shutdown will be unaffected.
