I have the exact same problem. Just got this today and very disappointed. Tried all what was said above and also verified the power dongle had 12V and 5V with a DVM. I see a 2.0 1X gen 2 card detected in the Z390 PCIE list, but only 1 not 2 cards. Not sure if the surround daughterboard should show there or not? The mini display port cable is installed. The only other PCIe device is my 2080 Super. Wondering if the Intel SSD M.2 drive has something to do with it?

That is me in the picture, anyone else ever pet a live Lion?

The NU Audio card requires a native SATA connector as it draws some of it's power from the 3.3 volt rail of the power supply.

Yep that was it! Thanks Stabella. Sounds fantastic. Converting from 5.1 to 7.1 tomorrow when the last of my Christmas presents arrive.
