Has anyone experienced this? I tried Google and can not find anything that works so far. I have 3 created users in my PC and only my main one works properly, the other 2 have failed icons, wont open Windows Start menu, Can't modify taskbar stuff. All 3 are set to administrator too. I have to manually open stuff by using Run or Task Manager. I actually just did a clean install of Windows 10 and it's still doing the same thing. If anyone knows something I can try, please do as I'm losing my ish here.

I install all apps on my primary users.... ie. the first one created. After I get installed and creating the 2nd user(s), I copy the icons from the first user desktop to other user. Only thing next is to make user the location of the users data... A shared location or individuals location .

Sajin No problems here on 1809 build 17763.107.
My 1809 update was stuck on "Failed to install" Each time I would restart my PC it'd take close to 20 minutes installing, then reverting because of failed install, then restarting again. That's 1 of the main reasons I did a clean install, Because it got annoying as hell. KenMcC I install all apps on my primary users.... ie. the first one created. That's what I do too, The icons are blank though but I can fix that, The actual problem is certain things don't work. Like windows start for instance, file explorer, taskbar, etc. I have to run programs manually from the Task Manager and or Windows + R (Run Dialog) Cool GTX Any Icon put in ---> C:\Users\Public\Desktop older will show on the desktop for everyone. Its usually hidden, So paste c:\users\public\desktop into the address bar
you may need to: Use properties & unhide folder (using the check box) then go to security & allow read/write capabilities (form your admin account)

Thanks, the 2nd link contained something different I just tried it, I'll check if it made a difference.

And people wonder why I *HATE* forced updates. From anywhere. Microsoft should be ashamed...and they darn sure should stop forcing updates. No one should have to dig into their OS to turn them off.

So nothing worked, I decided to delete the user accounts and call it a day. I guess I'll stick to relogging on Uplay / steam. I didn't want to do that, Because I have 2-step and have to go through a process just to switch accounts to play R6 on my alt accounts.

Not only that, But I tried turning them off and I couldn't get it to work. Thank god when I did a clean install, it updated to the lasted build which means I don't have to go through the 1809 problem anymore.

Something is messed up with the AppData for the other users I'm thinking. Re-create the profiles from scratch. For less headache with AppData problems - check out https://portableapps.com/ - I carry around a thumb drive with all my important software when I do IT work. But you can add portable apps on your main computer easily and not have to worry about installers. Run the installation setup on each user, and choose "Local" so each user has their own apps and data.
