Win 10 Power Plan defaults to balanced, and CPU throttles down to aprox 50%.(2200 MHz)
Does anyone bumb it up to high performance and let there CPU clock around 90%? (4400 MHz)

I just keep my PC on while i'm using it, otherwise it's off while i'm not at home. Mine sits at high performance, I even took it a step further and turned off the Link Power State Management on the PCI-E lanes in the advanced settings. No need for that on a desktop.

According to your signature you are running an AMD processor. If so then you need the latest AMD chipset drivers which include AMD's own power plan. After the install of the drivers go into the Control Panel and change the power plan to AMD:

All that High Performance mode does is force your CPU to keep max clock all the time and prevent it from going to lower states during idle periods.
 
 
The "performance" is placebo effect. So many bad guides tell people "hurr durr turn on high performance mode such performance much high so powerful" yet they don't bother explaining anything about it.

I think what you are experiencing here is power saving which is a good thing when you processor is idleing as it reduces your computer power consuption and so your electricity bill as well!
 
Download a CPU stress test software like Prime95, run it and check how your CPU frequency and voltage reacts when it's under 100% load.
 
On my computer when it's idling this is the voltage and the frequency of my processor (thanks to intel speedstep, but there must be a similar thing for AMD processors):
 

 
And here is the resulting power consumption of my computer (from a smart plug which my computer is plugged into, i apologize for my baguette language :) :
 

 
When i stress test my CPU this happens:
 

 

 
So you can see that power saving is a good thing, otherwise your computer would eat watt all the time and your electricity bill would go to the roof ;) Also almost all power consumed by a computer is transformed into heat which goes into your room so in summer you want to avoid that :)

All right you two above last posters have inspired me to try and test the Balanced Power Plan I will run for a while and monitor things to see how it goes.
