Why buy broken hardware?

I noticed a lot of listings for CPUs and GPUs on ebay that clearly state not working for parts only.
Why bid and pay for something that will not work? Some are asking/bidding a good deal of money.
I can see maybe a GPU where you just need the cooling solution/fans, but other wise why?
Some do say as is not "working," then go on to say "It was working when I took it out, but buy it as not working I take no returns"

    A lot of people will try to RMA it and flip it for a quick buck.

    I’ve bought in excess of 60 motherboards in that condition, with most firing straight up after a quick realignment of some pins. I’ve only RMA’d an ASUS board due to it crashing mid BIOS update.

    My take on it, they want to be able to tell eBay the item was clearly dead and not working if they have someone try to screw them over and get a refund.

    If it is cheap enough, maybe they are looking to cannibalize it?

    I don't think doing a RMA is a ripoff. If it is under warranty then it should be replaced.
    They cover 2nd and 3rd hand hardware, if it is broke they should fix it, or don't warranty it.

    Yeah, at the end of the day it doesn't really matter if the original owner RMAs it, or sells it and then a secondary owner RMAs it. Companies like EVGA treat all their products under the same RMA terms and conditions regardless of owner which is definitely a plus.

    I personally don’t have an issue with it, as it is warrantied for a reason, but I don’t agree with trying to hide a defect (maliciousness) to replace a broken product.
