Why am i only getting 90 Fps in BFV i7 9700k + 2080ti

im only getting about 90 frames in bfv and i cant figure out why or what is causing the bottleneck i got 138.4 fps and a score of 3486 in heaven benchmark the only thing i changed in bios was i enabled xmp so my dram would run at the 3000mhz and my cpu at 4900mhz
my build specs are: 
i7-9700k
evga xc2 2080ti ultra 
g.skill trident z rgb 3000mhz(pc4 24000) 16gb x 2
asus maximus xi hero
evga cl24 aio cooler 
evga 750g3 supernova
samsung 970 pro 500gb m.2 and 970 evo 1tb m.2
coolermaster masterbox m530p

    Do you have any programs like Precision X1 or MSI Afterburner running? Customization programs like that often have a frame limiter function that might be enabled. Also, Geforce Experience also has a frame limiter function that you might want to check is not enabled.

    What resolution are you gaming at? 90 FPS at 1080p is low, while 90 FPS at 4K is high. If you're at 1440p its on the low side, but if at 3440 x 1440 90 FPS is probably about right depending on your in-game quality settings.

    2560x1440 on ultra rtx on and all that no vsync 
    im trying to figure out how to disable those programs frame limiters but i cant seem to find it yet

    That sounds about right with ray tracing set to ultra.

    Also check you in game video settings as that also has a FPS limiter.  

    Check your screen resolution and Hz in Windows.

    Test by lowering or disabling your game settings like Ray Tracing as the other members alluded to.

    90 FPS is exactly what I would expect for that resolution and quality settings.

    It's the game, drivers, etc.  With the new map in BFV that I just updated the other day, I'm only getting 50-70 FPS at best because it is poorly optimized.  I believe your system and GPU is fine.  It just bad optimization in certain titles or updates/patches.

    The new maps and driver combo have knocked a fair bit off my normal FPS too in BFV.
     
    Bonkers stuttering, not sure if it was the Nvidia hotfix (436.51)  or the latest Windows 10 update but the stuttering stopped.
