Whining sound from radiator fans

I have the 3080 FTW3 hybrid. The card came pre assembled with the hybrid cooler.
 
When the radiator fans spin up to around 1400-1600 rpm, there is a noticeable pulsating whine sound.
 
Once it goes past 1600, the sound goes away. Below 1400 rpm, the sound goes away. 1500rpm is evidently the range my card spends the most time in so it is annoying to deal with it.
 
Anyone know what this is?

    It may just be a funky resonance effect with your card/fans/cooler.

    If so, go into the fan temp/speed controls and simply have the fan jump from <1400 to >1600.
    You may get a couple seconds of whine as the fan speed jumps.  But in operation, you should be fine.

    Also make sure the cooling solution is firmly screwed down to the board.

    It could also be a side effect of board flex.
    See if adding support to the GPU to prevent it from sagging/flexing will fix things.
