I am attempting to determine which RAM will perform better. I will be using dual channel on a ASUS Maximus IX Formula, and a 7700k.

1) Corsair Dominator Platinum 3333 Mhz with C16 timing

or

2) Corsair Dominator Platinum 3200 Mhz with C14 timing

Will difference be negligible for all intents and purposes?

The difference will be negligible, but the 3200 with a CL14 might appear/feel a bit snappier while running typical programs/apps.  Gaming, you probably won't see a difference between the two...

You won't be able to tell a real world difference.

If i was u, i should read more about oc potential of each kit in net, user reviews. But i want note, that frequency difference here is less noticable, then timings code, so 2) is my choice. All is said in context of overclocking capability...if no need more - then no differ, which one to buy.

Considering how small the difference, you won't notice a difference in speed of your system:

I agree with Daimos and would lean toward the tighter latency timings since the difference between the bus speeds is not that much.
