When to apply to step up if I want a 3080ti ?

Hello,
 
10 days ago, I bought the XC3 Ultra gaming 3080 because I could, and it was the only one available for my new build (playing in 1440p).
I'm not 100% satisfied because of the fan noise it makes (way louder than the base reference 6800XT for example), but I know I got lucky to get one :).
 
I would like to apply to step up to upgrade it to the 3080Ti so I get the extra power, and bigger cooling so it can make less noise
 
When to apply to step-up if I want the new 3080Ti  ?
1/ Do I need to click on "Start new step up" now ?
2/Or wait that EVGA list 3080 Ti as available in the Step up program before clicking on the button ?
 
I'm just afraid If i click on start new step up, it'll queue me up for a 3080 FTW3 and burst my chance for the step up program;

    You can leave the queue at any point, as long as you are not over the 90 day window and re-enter the queue later.

    EVGA will not make an announcement prior to NVidia making an announcement, and step up will not open until products are available for sale, so there is no guarantee a new card will come out in the next 80 days, only rumors at this point (and the rumors keep moving the launch date significantly each time they come out)

    When joining the step-up queue you have to select what you want to step up to, if something isn't listed, you can't step up to it til it is listed. It's also not possible to join a general step-up queue (without any card selected), nor does it auto-select something for you (even if there is only one possible option).
     
    In other words, wait, joining now won't do anything, as you can only join the step up list to something after it's listed, not before. You could wait til the last day of the 90 day window to see if it'll be added, then decide if you want to step-up to a ftw3 ultra, assuming the card you're after still isn't listed.

    You're likely gonna be fine assuming the Ti even goes on step-up. All of us who got our cards before second week of November are probably gonna have our window expire before release.

    Is an upgrade from 3080 to 3080 ti valid since it only upgrade memory. 
    German site says following:

    • GTX 1060 3GB → GTX 1060 6GB: NEIN (kein Upgraded) Nein means No valid upgrad
    wich is contradict since the other sites say its a valid a upgrade.
     
    So germans got a chance?
