I've come in contact with a seller who is interested in selling their 980 Ti FTW "as is" in a non-working condition for a much cheaper price than a working one. It's physically intact, but he says the fans no longer spin and there is no video displayed. If I were to buy it off of him, am I eligible to RMA the non-working card for a working replacement through the guest RMA? Thanks!

There is a lot that would be taken into account..

Is there actually damage to the pcb that they havent noticed or shown?

What is the part number and is there even a warranty left on the card?

Why didnt the person just RMA it themselves?

Can you get the serial number and contact evga directly, and privatrly, to see if the card isnt reported stolen or has already been denied rma?

Part number was 06G-P4-4996-KR. And yeah good point, I'll see if he will give me the serial number or if he can confirm with me there is warranty.

If you can obtain the serial number you can view the remaining warranty by entering it at http://www.evga.com/support/guestregister.asp 
 
You'd also want to make sure there was no physical or liquid damage to the card as that would affect the warranty as well.

If your buying to try and RMA for a working card... dont do it, working cards with warranties are too cheap right now and there is so MUCH that could go wrong resulting in a total loss of money and alot of hassle.
 
If it could be RMA'd for a working card, the seller would have done it. right?
You understand what "as is" means.. right?
 
Sounds like this is just a huge mess you should completely avoid if money is a issue and you want a working card
