If I buy a new-unopened card from an individual can I register the GPU and get the full EVGA warranty? If so, what all is required? Thanks!

While you will be able to get warranty support for the card it will however be considered a “second hand” card regardless of it being brand new. Second hand cards carry a warranty starting from the time they left EVGA and not when you purchased it. Second hand cards are also not eligible for “step up” or extended warranty periods.

In order to register the card you will need a bill of sale from whomever you bought it from in order to get warranty support.
