At long last my Sandy Bridge CPU in my Lenovo X220 now runs properly instead of at max clock all the time.

    That update doesn't affect that issue you were having. I don't know how it affected the clock speed.
     
    If you're not already doing so, download install Lenovo System Update and run it.

    +1. I read all of the patch notes and there is nothing in the patch that would have directly fixed this problem. Make a backup and/or restore point for your system right now based on the stability of your system. If this issue comes back use the restore point.

    Lenovo has long ago abandoned Windows 7 and Windows 8 machines and largely refused to accept Windows 10 offered on Windows Update to all users.
     
    Maybe there should be a law requiring BIOS to be open sourced so any problems can be fixed.

    But Windows 7 and 8 you say .... sooooo the Windows Cumulative Updates for them are for 7 KB4338818 and 8.1 KB4338815

    You saw the problems with Spectre and Meltdown. An open sourced BIOs would simply made vulnerabilities like those even worse, unless massive non open source security measures were built in.

    I have known CPUs are flakey, try using a real time OS or kernel

    Why? Open source is usually more secure, not less secure. Hiding the inner workings of bad logic only makes it secure until someone finds the bad logic. Making it open source encourages more eyes which decide on better logic. Proper security is completely transparent but logically sound in a way which cannot be broken into and solved by external tampering methods.
