My RTX 280 Super KO is having issue running Call of Duty Black Ops and Watchdogs Legion.
It's getting these errors when I check the event log:

Application WatchDogsLegio has been blocked from accessing Graphics hardware.
Event 4109, Display
Application BlackOpsColdWa has been blocked from accessing Graphics hardware.
The description for Event ID 13 from source nvlddmkm cannot be found. Either the component that raises this event is not installed on your local computer or the installation is corrupted. You can install or repair the component on the local computer.
If the event originated on another computer, the display information had to be saved with the event.

The message resource is present but the message was not found in the message table
I have performed the following to troubleshoot it.
Backed up personal files and performed a clean install of Windows 10 20H2 build (formatted the OS drive again)
Checked the debug mode option in the Nvidia control panel and tried to play Call of Duty Black Ops (got event 13 above again)
Performed a uninstall of the Nvidia driver using DDU and by uninstalling it via device manager. Installed the latest Nvidia driver.
Updated BIOS on PC to latest version. Updated drivers for the motherboard, including audio, chipset etc.
I can play games like Overwatch, Red Dead Redemption 2, Fortnite and Apex Legends just fine.
I have followed the troubleshooting articles on this forum and other sites (ran the sfc /scannow, created the trdDelay registry entries etc.)
I rolled back the drivers to when it all seems to work (the last November drivers 457.30) I uninstalled Geoforce Experience and left it off
I moved the RTX 2080 Super KO to the other video card slot on the motherboard.
The PC is a CyberPower PC, Intel i7 8th generation (new May 2019)
PSU is an EVGA - GQ Series 850W ATX12V/ EPS12V 80 Plus Gold Modular Power Supply so I don't believe it is a power issue.
Anyone have any ideas that I can try that may resolve this issue. The random crashes are a frustrating.
