Usb ports not working EVGA Z170 FTW

Ok.. Hello everyone... So busy im posting this from my phone.

Windows pushed a big update to Win7.

Apparently is disabled or invalidated some usb periphs.
My buddy thought he could find out what was wrong and fix it via device manager.
Now all his usb ports are disabled.
Cannot log in.. Cant safe mode.. Cause cannot input password.

Booting the windows dvd does not work.. Even though it boots using basic drivers.. Cause usb is still disabled.

Should i just format and reinstall?
Not sure if there is a pci card with ps2 ports.. If so that would be an option.

So busy and tired im sure im not thinking of the logical option.

Damn alzheimers!

So what should i do?

    When was the last time you created an Image of your Computer?
    I take it that Safe Mode or System Restore is now working?
    I installed the same updates today on my Laptop running Windows 7 x64 Pro With Office 2013 installed and did not see or have any Issues.

    Try the last known good configuration option.

    bcav, its a buddies comp. no backup image, and password protected... so once to the login screen mouse and keyboard no longer work.
     
    I think after the update his belkin wifi adapter didnt work, and he tried to get it working by changing some things in device manager.
     
     
    Sajin, when trying to enter safe mode, i didnt see an option for "last known good config"
    I was pretty tired, and may have not noticed it.

    nothing worked. just format and install Win10.
    no information on the HDD needed to be saved, so no worries.
