I'm on 20/09 BE also, anxiously awaiting my turn :D 
Can I ask which shipping company and option you used?

I am not at Step 4 yet. It takes 1-2 days to confirm my payment which I have done immediately.

BUT this very card I am using for Step-Up I have RMA'd with EVGA EU already last year and I just used BPost at the the time. I have also RMA'd before with Caseking also in DE and I used GLS at the time. They are both successful without hassle. I will probably send via BPost again as it worked the 1st time with EVGA.

I'm from Germany and entered the queue on the 20.09.20 at 09:32. Step 2 completed on 27.05.21 at 15:10, Step 3 15:49 & Step 4 16:28. I shipped my card this morning.

Result! Fingers crossed for you from here on in!

It's been a long road but I'm glad you're moving now.

My transition to the final step took about 5 days if I recall correctly.  EVGA are being generous with extending the timescales also.   My card was stuck at customs for a full month and EVGA have honoured the step up as they understand that given the current global climate regarding the pandemic and as such delays are like Thanos, inevitable.
 
Update regarding my 3080 is on its way to me, finally.    Just need to uninstall the old drivers and have the right precision installed and waiting now.

They replied instantly to my mail to confirm receiving my payment. Great job on the speedy reply. I guess this coincides with your turnaround time as well. I'll just wait for the Step 4 email then.

Well EVGA have lost my stepup card.  They sent me a shipping notification nearly a month ago but no card has arrived.  The tracking number they have provided is invalid.  The site says its for UPS, when I google it says it is for USPS and when I lodged a ticket they said it shipped with DHL but they have no idea where it is.  Total mess.

@oxTravman:  I feel your pain on this,  the link in my email from EVGA referred me to the UPS website but it is a DHL tracking number.   Maybe try the tracking number on some other couriers just in case it works, assuming you haven't done this already.
 
@Andreamertsi: It's more likely the 6 or more month mark but things are slowly picking up so I would imagine this queue will start to move again shortly.
 
It is still a lottery on how all these are being handled by either the couriers or EVGA.   I can say in my instance that EVGA support, although they do take their sweet time to reply have been very helpful in dealing with the movement of my original card from me to EVGA.  UPS was the weakest link.     Just waiting on updates on the DHL website about the 3080.  This waiting is driving me stir crazy, it's killing me not being able to play decent games. 

Anyone get a card into the UK WITHOUT custom charges? Or anyone that got hit with charges, did you manage to claim them back?

Mine says its been released from customs but also has a note of "Customs charges raised" so will see what the bill is.  Given the price included VAT on the EVGA site maybe its possible to reclaim? Or reclaim VAT from Germany since it was exported and paid here?

Given this is an RMA and we've already paid VAT on whatever card we are sending in, this has to be EVGA doing something wrong at their end. So hopefully anyone hit with customs can claim it back.
 
Also I seen the 3080Ti info, lol at the price. 3rd parties are going to gouge even more. For 2~8%, on average, better than a 3080, yikes. Only annoying thing now is Nvidia are probably diverting parts that would go into 3080 production into 3080Ti production.

Have you actually been contacted about any money that needs to be paid?    I 'think' Datanode managed to get theirs through without any additional payments.
