Adjust the frequency/voltage curve with MSI Afterburner.

Open MSI Afterburner, hit CTRL+F, and play around.  Voltage is left to right.  Lower voltages on the left, higher voltages on the right.  If you make the frequency curve flat starting at a certain voltage, it won't go higher than that voltage.

For example, this "curve" (not much of a curve, is it?) would peak out at 1600 MHz and 750 mV.  It would never go higher than 750 mV.

See the dotted horizontal line?  That is the current boost limit.  I would load your card up for a while at your current/default clocks and then observe where that dotted line settles out.  Once you know where it settles out, you know that any adjustment you make to the right of the intersection of that dotted line would have zero affect, since it doesn't operate in that range.  Then, play around with flattening the curve to the left of where that dotted line intersected.

Basically, flatten the curve to set the voltage limit, and raise or lower the curve in the Y direction to set how high it boosts.  If you can raise it, it will boost higher at the specified voltage.  If it is unstable, lower it to make it stable at the specified voltage.

Using precision x moble is it better to use afterburner?
use it on main pc never on the laptop

I don't use Precision X Mobile.  It is trashy in my opinion.  I unlocked my SC 17 1070's laptop BIOS so that I could set the fan speed curves in the BIOS.  After fan curve could be set in the laptop BIOS, I ditched that Precision X Mobile.  Now I use Afterburner.

You can see what my laptop's BIOS looks like, and how I can control fan speeds, in post #22 here:  https://forums.evga.com/FindPost/2794966

If you are using Precision X Mobile, I have no idea what your options are.  I don't remember the options in Precision X Mobile.  Play around and let us know.  Is there an option in Precision X Mobile to adjust GPU core voltage?  If so, that is where I would start. ;)

I THINK that as long as you don't use Precision X Mobile to adjust the GPU's clocks or voltage in any way, you can use Afterburner alongside Precision X Mobile and not have issues.  I can't say for sure.
