Turning on my GPU fans causes a coil whine sound from PSU

Hello.  I've recently built a new computer, all by myself.  Let me state the specifications;
 
*CPU: Ryzen 5 3600
*Motherboard: MSI MPG x570 Gaming Plus
*RAM: Corsair Vengeance 16GB DDR4 LPX 3600MHz
*GPU: EVGA ACX 2.0 GTX 970 SC
*PSU: Corsair 750w 80+ Silver
 
 
Now, I thought the PSU was the issue.  So I swapped it out and got a EVGA Supernova G3 650w 80+ Gold
-
I noticed the same buzz.  I was going a bit stir crazy.  Everything I've tried hasn't done anything, and then I noticed when I had MSI Afterburner off, the whining stopped.
I thought that maybe, that program was to blame.  However, even after uninstalled MSI Afterburner and installing EVGA Precision(latest version)..
 
The buzzing still happened.
 
The whining ONLY happens whenever I turn my GPU fans on, even at 10% fan speed.  I'm 100% sure it's coming from the PSU.  I put my ear right up against it, and it's coming from within.
 
So I ask - Is there anything I can do?  Anything I can turn off?  I don't want to spend more money...

    That's weird..Real weird..Extra weird.
     
    What happens if you set a manual/fixed fan speed in Precision XOC (which is what you should be using, not Precision X1) or MSI Afterburner, and then close those?..Still noise, or it don't matter?

    Same results.  Manual does the same, the auto profiles I've set up do the same.  As soon as the GPU fans start spinning, I hear the whining noise.  I have absolutely no idea why it's doing it.

    So, are you saying that without Precision or Afterburner installed, the noise stops?..And if the fans start spinning on their own without Precision or Afterburner installed, there's no noise?

    Without the fans running at all, the noise stops.  As soon as I use a program to start the fans like Precision/Afterburner, the whining in the PSU starts.
     
    I've not tried to let them start spinning on their own, I like to keep my GPU temps down when in game.  They usually spin at around 60% when in game.

    Let them start spinning on their own with no software intervention and see if there's noise..They should start when the GPU temp is 60C to 65C..The Maximum GPU Temperature for a GTX 970 chip is 98C (See Specs).

    I understand that, but I don't understand why my PSU makes a whining noise when I tell a program to make the fans spin to make it cool while idle.  I don't get it.  I'll end up calling EVGA support in hopes they understand.

    A shot in the dark, but figure it's worth a try...
     
    Go to your windows search bar and search "Power and Sleep Settings" > Go into power and sleep settings > Go into "Additional Power Settings" on the right side > Un-hide the additional power plans > Select "High Performance"

    Go to your windows search bar and search "Power and Sleep Settings" > Go into power and sleep settings > Go into "Additional Power Settings" on the right side > Un-hide the additional power plans > Select "High Performance"




    Tried that.  From Power Saver to Balanced to High Performance.  It still whines whenever I turn the fans on the GPU, everything else seems normal.
