When XMP profile is enabled or RAM speed is set manually, CPU Turbo Boost is locked at 4700MHz.
When memory profile is set to Auto, Turbo Boost is working as it should; so any attempt to get memory work
at advertised speed makes Turbo Boost working incorrectly. Does it indicate a faulty motherboard or BIOS needs to be fixed?

Do you have C-States enabled or disabled?  If disabled, that would lead to this issue.  C-States needs to be enabled for the clock speeds to boost properly.

Thank you very much! It was set to "auto". I changed it to "enabled" and everything works as expected. Looks like a BIOS bug.
