Trouble with my 3080 12g XC3 Ultra! Advice appreciated.

First off, I bought this card on July 13th 2022, been working great, until yesterday. 
 
Problem started when my screen went dark a couple times while browsing Google, decided to check MSI Afterburner and it said no GPU detected.
I then rebooted, the problem persisted so I shutdown and unplugged/plugged all cables. Everything appeared to be working, my GPU was detected..but, my clock speeds are bouncing around, mostly staying a 210 mhz and occasionally spiking up to normal at 1755 mhz.
 
Can't play any games, I get horrible FPS.
 
Tried installing new drivers
Reverting to older drivers
Uninstalling all monitoring software Afterburner/Precision 
Removed the card entirely and reinstalled in a different slot on the motherboard
 
I'm not sure what to do, which is why I'm seeking guidance!
 
System specs are:
 
CPU: Intel i7 6700k
RAM: Corsair Vengeance 16g
GPU: RTX 3080 12g XC3 Ultra
PSU: EVGA 750w Gold 
OS: Windows 10 pro
Motherboard: GIGABYTE

    are you just reinstalling driver or have you tried DDU?

    No, I haven.t tried that. I'll try it if the problem arises again. Thanks though!
     
    Since I posted this, I decided to go into the BIOS and loaded the optimized settings, rebooted and so far so good.
    I'm still unsure what caused the problem in the first place..perhaps a MB issue?
