I received my 3080 ftw3 ultra and upon initial inspection I observed a thermal pad that was not seated correctly. It looks like the thermal pad was not lined up correctly prior to assembly. Should I be concerned?

That shouldn't be a concern, that's not a thermal pad that is trying to escape, that's 'thermal putty', which is just kinda smeared on to the chokes/inductors, you can see it in this video

The chokes/inductors don't really need any cooling anyway, they can tolerate much higher temperatures than they would ever get to, and on many cards have no thermal contact/transfer.

Like MartinUK said, that's thermal putty. It's thicker than normal TIM, almost like a thermal pad, but it's malleable. The excess just squeezed out the end a bit, nothing to worry about.

As others stated it putty, if it was my card Id wipe the extra bit that's ozzing out off. Other then that Id not be all to concerned.
