Target - Power drops by 1% after restart/reboot

Precision X1 - 1.0.7
2080 Ti FTW3 Ultra
Target Power set to 124%
 
- I've saved the profile by first clicking on the profile then pressing save
- Loading a profile brings the power limit back to what I set. 
- "Apply previous settings on load" is checked
 
After every reboot or restart, Precision X1 sets the power limit to 123%. If I restart at 123%, it stays at 123%. Loading the profile does correct things but it's a hassle to have to open up the application each time to manually set it.

    Today I noticed instead of down to 123, the Target Power limit went down to 106. Never had an issue with MSI Afterburner but unfortunately it does not control these fans well.
     
    For a $1500 product, you'd think the software works just as well.
