Should be carefull examined under magnifier for PCB and soldering, than under better lights could be seen is it worth at all to true.
Damn everyone who do that to people. Something like that obvious happen to people who can't afford new GPU and search something usefull to play games. I would be broken someone to send me used GTX1080Ti example in same condition, but I always remind people to pack extremely good.
 
I knew one guy who worked with electronic, soldering, repair PSU, GPU, Motherboards... I'm not sure is he work any more.
He was capable to work 6hours on peace of hardware until revive him. Everything fault, not repairable by manufacturer service, without warranty people give to him and payed him to repair. But he asked much less than manufacturers, example 20 euro for fault motherboard, sometimes included little parts. 
Not only that his work was so precise that you couldn't see repair, very rear, even PCB traces before 15 years he repaired with a lot of success.
 
Extremely small number of people know to do so good today and they have no jobs or very small jobs because people change after 2-3 years hardware. 
not when obvious become useless for new application.
