Stuttering and framerate drops on my EVGA 2080 ti FTW3

I'm receiving all sorts of problems with my 2080 ti FTW3, games are a stuttering mess with the frame rate dropping from 10-20 fps for a split second and camera movement feels like it is skipping frames. I have tried reinstalling windows and rolling back drivers but nothing seems to work I have also ran games in debug mode but I am still encountering the problems.  I still have few days to return the card to the retailer If I am not happy with it, but I would like to try reflashing the bios first to see if it helps before sending it back as I am likely to be left without a card for a while. so if possible could someone from EVGA provide a FTW3 bios so I can reflash my card?
 
I didn't have any of these problems with my Aorus 1080 ti waterforce that I sold a few days ago, in fact performance was a hell of a lot better and games felt far smoother to be honest, I'm not even noticing much of if any improvement fps wise in some games, ACOD for example.

    Have you try Sajin's Post > Basic troubleshooting steps. Windows clean boot, clean driver install, debug mode, etc

    Sure you won't notice any performance increase if the GPU wasn't the bottleneck before. Especially for ACOD you need at least a 7700K to achieve stable 60fps all the time. But their are a couple of situations where the CPU is the bottleneck and then you won't have more FPS than with your old card because the limit by the cpu still exists. You'll only have a gain in performance when your old GPU was the bottleneck. 
     
    I haven't had any performance problems with my new RTX 2080 ti yet and in most cases I've noticed a performance increase while using a 8700K @ 5Ghz. But there are also situations where the 8700K can't deliver enough data for the rtx when playing @ 1440p resolution. Furthermore I'm just using the minimal drivers configuration, I do not need HD-Audio drivers or the USB-C drivers and especially not the garbage NVIDIA calls GeForce Experience. I got rid of all useless Windows 10 applications like Xbox app and so on as welll by using PowerShell.

    Are you on Windows 8 by any chance? If so this maybe the culprit. There is not an official driver for Windows 8 and the symptoms you are explaining is exactly what a friend of mine experienced. Once he upgraded to Windows 10 everything started working perfectly.

    Mine did the same thing.

    I had 2+ weeks of troubleshooting performance issues as my scores were considerably lower than others and I decided to finally give up.
     
    On Saturday morning I woke up to play Destiny 2 after playing it the night before for hours with 0 issues, to experience the same stutters and frame drops you have.

    I would run around and every 5 or so seconds the card would drop frames and stutter really bad.  I closed the game and went into 3DMark and the same thing there. I went from like a 34-35k graphics score in firestrike to 32k. After the benchmark my second monitor went black and the card basically locked up. I boot into windows and only 2 of my Fans were showing up on my 2080ti FTW3 card.
     
    I then decided, Enough is enough, I am calling EVGA and letting them tell me what to do because I was just tired of the problems i was experiencing.
     
    I went through some steps involving switching the Bios on my card, updating drivers, Uninstalling and installing a newer beta version of Precision X1 and finally attempting to update the firmware on the FTW3 but all failed to help.

    At one point I heard the Videocard make some VERY strange noises when attempting to change precision settings and provide benchmark results to the Tech who was working with me.
     
    I ran Firestrike and my graphics score was 25k with an overall score of 22k.  - https://www.3dmark.com/3dm/30190618
     
    I looked at GPU-Z and Precision X during the second benchmark and noticed my clocks were stuck at 1350 (I saw Gamer nexus cover this a few days prior to my card doing it)
     
    At that point i knew i was screwed and the tech i worked with tried some other troubleshooting steps and then it was decided to start an RMA for me.
     
     
    I would suggest you run 3dMark and see if the Graphs for FPS shot the stutters you are talking about. If so, Call EVGA tech support and go through the steps man. Seems like you are having the same issues I had with my card.

    What temperature does your cpu show when the stutter occurs? What are your gpu clocks running at when the stutter occurs? Does the stuttering get better if you load the game off a different hdd/ssd?

    having the same issue with my card micro stutters though but still its anoying and recently my card got stuck at 1300mhz at idle had to re install drivers fixed it for awhile but it happened again tried to RMA but they keep telling me "its running normally" idk how many times i tried to ask for an RMA

    I get stutters depending on the game and drivers.  
     
    As for the idle speed, I get 1095-1100+ when there's really no load on the GPU.  If you want to see it at max setting, you'll have to tinker with your OC's and benchmark.  That includes keeping the temps lowest possible.

    I’m have a similar weird issue since updating to the 20 August drivers. The card runs fine but if I open iRacing and anything else the Desktop Windows Manager starts taking 25-35% of the GPU and my frame drops from 165+ to 60 if I’m lucky.

    I’m going to roll back drivers tomorrow but was curious if others saw Windows Manager spiking.

    Are you using a split cable (Y cable) from you PSU to your video card? One cable that spits into two 8 pin connectors?

    Are you using last build of Windows 10 May Update 1903 18362.295?

    Have you disabled the windows game bar?

    Have you checked if there are any software working in background as for example anti-virus or other software?

    My 2080 ti FTW 3 is literally having the same problem, its only been recently that I've been noticing these frame drops and stuttering, it was running perfectly fine with no stutters a couple weeks ago. I have also tried rolling back drivers, Re-installing windows, etc.. nothing seems to work.

    You definitely have to check that windows Game DVR setting , many times after a huge window update - they like to revert that program back to default of it being on & recording gameplay...
     SO you have to manually go back in & turn off all the game DVR recording options again.... I've seen it at least a half dozen times so far.

    I haven't had an issue with "Game Mode", just "Game Bar". For me, "Game Mode" seems to work as intended. I wonder, did you have both "Game Mode" AND "Game Bar" enabled? If so, then try with "Game Mode" enabled and "Game Bar" disabled. 
     
    EDIT: I also make sure that Game DVR is disabled.

    That's good. I had one cable to my 1080Ti and it worked well. When I tried it with my 2080Ti, I had severe stuttering and frame drops. Changed it out for two and the card runs perfect now. 
     
    EDIT: The main stuttering problem, that I have had, was from the memory cache issue. I fixed it by running "emptystandbylist" every 5 minutes with a scheduled task. Cleared up pretty much all stuttering that I ever had.
