[Update] Stuck at post code A0

I have the Z270 classified K. I installed an expansion card to add an additional 4 SATA ports into PE6. It is not a RAID card. The system boots just fine with the card until there is a drive plugged into the expansion card. The EVGA logo is displayed and it stays there. The motherboard shows post code A0 and stays that way. It happens with other drive types (hdd, ssd, optical). I tested with a much older SATA expansion card and the system hangs at post with the same code if there is a drive plugged into the expansion card. The brand of the expansion card is SYBA.

My other expansion slots are populated as follows:
PE1: USB 3.0 card for additional ports
PE2: graphics card
PE3: sound card
PE4: graphics card
PE5: empty
PE6: SATA port expansion card

If I unplug any drives connected to the expansion card, wait for Windows (10) to start loading, then plug the drives back in, everything seems to work just fine. Windows recognizes all drives without any issues.

Any help is appreciated.

I disabled the Marvell SATA controller on the motherboard and the computer booted into Ubuntu (19.10) and Windows just fine. It also solved another intermittent problem. Sometimes the display would turn off when loading into the Ubuntu login screen. I'm guessing the two controllers are conflicting with each other. The problem now is any drives plugged into the 4 onboard SATA ports run by the Marvell controller no longer function. The drives plugged into the expansion card run just fine. Any way to resolve this? Or am I stuck replacing the expansion card that uses a different controller?
 
The controller on the motherboard is listed as a Marvell 9235 controller. The controller on the expansion card is listed as a Marvell 88SE9215 SATAIII Host Controller. The model of the card is SD-PEX40099 and the brand is SYBA. It uses a 1-Lane PCI-E 2.0 interface.
