I read in another forum (can't find it) that if you step up in California you don't just pay the difference in taxes, but have to pay for the full amount again when using the step-up program.
 
Example:
10% tax rate, step-up $800 GPU to $1000 GPU
 
-------------------------------------------------------
Step up cost A =      $200     +      $200*(.1) + SHIPPING
                           price diff           tax diff
-------------------------------------------------------
 
Step up cost B=     $200     +      $1000*(.1) + SHIPPING
                           price diff             full tax
-------------------------------------------------------
Can anyone clarify which it is?

I don't have the card yet... I need a GPU and customer support advised I just get a 20 series and step it up to 3080.

I was interested in this and just saw this exact same question asked and then answered within the past day on the TeamEVGA subreddit.  According to that response, it would seem that taxes only apply on the difference (i.e. Scenario B in your examples).  This was asked specific to USA as well.

I can confirm that the tax applied is for the difference.  Taxes show up in my Step-Up status on what I owe and based on my local tax rate, it is indeed taxed on the difference.
