Something is wrong with my 1070 ti!

Hey guys! I think my EVGA 1070 TI has something wrong!
 
First of all, my PC specs:
CPU - Intel Core i5-9600K
RAM - Corsair Vengeance LPX 32GB (4x8GB) DDR4 3000MHz
GPU - EVGA GeForce GTX 1070 Ti SC 8GB
SSD - WD Blue M.2 2280 1TB
PSU - Corsair HX750i
Monitor - Asus VG278QR - 165 Hz, 0.5ms 
 
So, i can run games on ULTRA or HIGH without losing FPS!
BUT on Rainbow Six Siege, things get weird!
 
The bullet trails, the fire, the lasers, the car windows, smoke, glass in helmets gets VERY PIXELED!
I put some HD SS in this folder at Google Drive: 
 
Somebody know how to fix this?

    CPU & RAM utilization while gaming ?
     
    What settings have you changed in Nvidia Control Panel ?
    What Resolution are you gaming at ?

    What happen with different settings on your Monitor 144Hz or 120 Hz ?
     
    What happens when you lower the settings in the Game ?

    Other games have no issues? If yes, then it's clearly a game issue.

    ive had my 1070ti for over a year now..great card, i hope u get this fixed.

    If anything, I would say that it is more likely to be an issue with texture streaming from your storage to your system and/or GPU memory. Games utilizing texture streaming can have patches of odd-looking low-resolution textures if the high resolution textures don't get streamed into memory in time. A failing HDD or SSD, hardware or software conflict, improper memory page file configuration, lack of enough GPU or system memory, some other application creating a parasitic load on GPU, system memory, or system in general, or any number of other things could be the cause. ... Or simply an issue with that game. An issue with your GPU is very unlikely if it performs well/correctly in every other game, benchmark, and regard.
