Right now the chips and PC parts shortage will probably continue into late 2022.

AMD Ryzen 9 7950X,  Corsair Mp700 Pro M.2, 64GB Corsair Dominator Titanium DDR5  X670E Steel Legend, MSI RTX 4090 Associate Code: H5U80QBH6BH0AXF. I am NOT an employee of EVGA

I strongly believe that GPU makers start considering delaying the release of the next series until supply increases.

I honestly think it's very likely we will see a delay just because of the pandemic having the whole lockdown and social distancing. It's really made it hard to get shipments of supplies because one person gets it in a warehouse or the shipping company they can have a two week delay getting supplies. Also it seems that not enough people have the 30XX series yet to really push the envelope on what this generation can do and finally the game ports are still often Xbox One and PS4 compatible titles. When we start to see PS5 and Xbox Series X ports to PC without any backwards compatibility with older consoles then people will see a reason to buy a 40XX series. Not like I feel the PS5 or the Xbox Series X are graphical powerhouse but it just seems like console ports are about the only way a AAA title comes out on the PC because of the huge budget it takes to make a game.

If consumers stop buying like mad, there will be no shortage. It's almost as if people buy just to prove a point. The new status symbol is owning 3 kingpins.
There is no excuse for a shortage. The only thing you can blame is the consumers. There are more video cards manufactured this generation than ever before, enough to offset the estimated 25% sold to miners, yet still the supply is not enough. The problem isn't the supply. The problem is the ridiculous demand. Stop demanding.

Another thing people don't think about is that China has been having a labor shortage issue in its electronics factories for a while. They were hurt by both the one child policy, which created a labor shortage and also the stigma in China that working in a factory has. The younger people don't want factory jobs. One of the factory recruiters in China said that the younger people would rather take a lower paying office job than a higher paying factory job.  That's another reason why the electronics shortages won't be resolved any time soon.
