So I contacted EVGA support in regards to the 3080ti release and here's the reply

So ya like the title says, I contacted someone because I wanted to know what steps were being took to avoid scalpers/bots and heres what they had to say:
 
Hello,

We have implemented several checks, limit of one per product and manual verifications. In the end, scalpers are other humans and things that would make it more difficult for them to complete a purchase would be the very thing that makes it more difficult for a legitimate gamer to complete a purchase. Due to the checks we've implemented, it is not possible for a single buyer to make multiple purchases to the same address for the same item, in addition to orders being manually verified and any suspicious or duplicate orders being cancelled.

So thats good news!  I mean at least they are taking steps to make it harder, and reviewing orders, makes me more hopeful that I will be able to snag a 3080ti :)

    Well, yeah, once you have the card in your hands, you will do whatever you want with it.  Some people will sell it for profit instead of using it.  This will ALWAYS happen.  It could be YOU who decides to sell yours when prompted by something unexpected.
     
    For me, the most frustrating thing about this situation is the endless finger-pointing and blaming going on.  People seem to always want to find some opponent to fight instead of realizing that we are all humans, all do whatever we do for our own reasons, don't acknowledge that it 100% makes sense for each individual person (otherwise they wouldn't do it), and pretend that we would never change our minds about anything.  When someone else makes different choices than you, they aren't your enemy; they are just in a different place in their life.  If you don't like their choices, move on and focus on your own life.

    The real question is how much stock will be available at release, but no one knows the answer to this.  The best we can infer is to forecast off historical 30 series release data which will likely result in another "paper launch".  It is great EVGA has put mechanisms in place to help legitimate buyers getting a card, but if only 100 are available at launch with thousands in queue we'll just be playing the waiting game all over again. 

    The best you can do is pray to RNGesus that you don't get a server error when signing up for the notification at release so you can get an early spot in the queue.  Good luck! :)

    I was one of the fortunate ones of purchasing the Kingpin 3090 through the queue system.  I commend EVGA for establishing the queue, which no other AIB has done.

    The queue is fine, limiting sales to one is fine, but the main issue of non-availability in the EVGA-shop is a big problem.

    I am stating that after first drop of the 3090 Kingpin (even the HC version) and was shipped out and received by those who purchased it, the Kingpin was posted at ebay. I am not blaming EVGA.  I commend them on establishing the queue process.  And yes, I agree that anyone can do what ever they want, once they have the card.  I will not sell my 3090 Kingpin.  I am happy with my purchase.  I am just waiting patiently on the block now.

    Opening the queues up to people who haven't bought EVGA products has made it far more difficult for longer term EVGA customers like me from getting an HC block for my Hybrid 3090 KPE. I realize they didn't do that to prevent me from purchasing one, but it has impacted how I feel about their so-called "Elite" status:

    I would love to see the graphic card makers to force/making stores sell their products at MSRP prices...Im tired (pissed) seeing cards being sold for 2.5x the MSRP prices...

    Check out this self reported list for the Kingpin, maintained by enewt.  Granted that there were only 4 drops (that were reported in the forum, but could be more) in April, but the Kingpin 3090 has consistently drops every month:

    As far as GPUs, it is a big problem with all AIBs.   Nvidia has a finite number of chips being produced and what they don't use, they dole out to the AIBs with the numbers dependent on their contracts with Nvidia.  EVGA in turn has contracts with their authorized sellers and these must legally be met.  What is left goes to direct sales to consumers.  Kingpin and HC cards are only sold direct to consumers.

    Paper launch: A product is announced, and there is no availability for retail buyers. Samples are seeded to reviewers, and actual sales begin at a specified later date. These are usually a reactionary measure by companies to try to spoil a competing product by building hype for their own product. The supply is entirely constrained by the company that produced the product with purchasing agreements with their resellers and distributors.
     
    Sold out launch: A product is announced and released for general retail. Due to demand outstripping supply, it is immediately unavailable for many hopeful early adopters until its eventual restocking waves. The supply is constrained by market forces, not the company that produced the product.

    As far as i'm concerned EVGA has the best anti bot protecting there is. i wish other manufactures would follow these measures.

    paper launch
    A release of a product, especially a computer component, in extremely limited quantities, making it very difficult for consumers to get their hands on. 


    This is the general agreed upon definition which I believe to be appropriate.  The primary reason for limited quantities is due to Nvidia not making enough of them in the first place which in-turn trickles down to all their 3rd party partners.  This is out of Nvidia's control as well; a confluence of events have left the world with a major shortage of semiconductor manufacturing that is used in everything from GPU to vehicle chips hamstringing or even halting production.  The reason behind limited quantities doesn't change the impact of it; IE a 3080 Ti launch that the vast majority won't be able to obtain due to very limited supply, hence a paper launch.

    I always wondered if they could stipulate that a re-selling would void the warranty.  At least that would introduce some risk to those willing to reward scalpers.  I'm not sure if that's legal, though.
