Not really. There are opportunists everywhere. Someone could be like "Oh, I only need a 3080" and so they get in the queue for a 3090 knowing full well they are going to turn around and resell it. What Jacob and the team at EVGA has done is prevent people from being able to make a living at it. It's impossible to eliminate it everywhere.
 
One thing they COULD do is say "Well, if you come to EVGA for warranty work, without a receipt from either the EVGA store, OR an approved reseller, we won't honour your warranty" and watch how fast the scalper sales dry up overnight. Who wants to take the risk that your $3000.00 Card doesn't work and then get stuck with a paperweight?

TBH is would not be hard to beat with the amount to be made, PO boxes are cheep and can now be setup online and mail fording is free in the US at least. All it takes is a VC and a phony mail forward or PO and I don't think they were have a way to tell if one was doing that aside from looking at IPs and user agent stuff witch could be faked too. 

They do not allow PO boxes.

The real question is how much stock will be available at release, but no one knows the answer to this.  The best we can infer is to forecast off historical 30 series release data which will likely result in another "paper launch".  It is great EVGA has put mechanisms in place to help legitimate buyers getting a card, but if only 100 are available at launch with thousands in queue we'll just be playing the waiting game all over again. 

The best you can do is pray to RNGesus that you don't get a server error when signing up for the notification at release so you can get an early spot in the queue.  Good luck! :)

Yes, expect it.  Every person magically has no job on the day of launch and has nothing better to do but refresh the page every second.  They think that they are being sneaky, but all they are really doing is collectively taking down the website.
 
It's weird that people can afford to spend over $1000 on a video card that they don't need, but have no job and can't spell the word "queue".

Bots can add delay too :)
And normal users can auto fill forms via password managers etc.

Opening the queues up to people who haven't bought EVGA products has made it far more difficult for longer term EVGA customers like me from getting an HC block for my Hybrid 3090 KPE. I realize they didn't do that to prevent me from purchasing one, but it has impacted how I feel about their so-called "Elite" status:
 

 
I own other EVGA products as well. 
 
But hey, life goes on.

yeah, but elite member status is preventing non evga customers to be new customers, allowing only people that already have same card to buy it again. This is not a good policy to avoid scalpers in my opinion is the oposite
