If your block is like that your whole loop is contaminated.

Use white vinegar on the cold plate, or lemon juice, and a tooth brush. The bristles can get in between the fins fairly well, and clean them out, but be gentle.

Like brad said, if your block is like that, you probably have contamination throughout the loop. Be sure to clean everything.

I would try to put those in warm water with citric acid. Keep it there over night and then use with some cleaner and microfiber towel or so.
 
You whole loop needs to be clean before new installation tho

I just remove my Koolance CPU 380I Water Block after 4 Years and it was Clean and had Zero gunk at all as to what is shown below.

soak it in CLR for a few hours.  Then rinse it off and take a small wire brush to it.   one with fine bristles. 
 
Ive been using feser blue.   clear since I installed it in 2013 in my current PC
 
you can also use lemi-shine dish washer additive for soaking.  I use that when cleaning brass for reloading.  You get a real nice shine. 
 
next time,  get a piece of that silver coil for water cooling and put it in your reservoir.  kills 99.9% of everything.  I have one computer with the same distilled water and that coil since 2007 and it's clean.

This is why I buy blocks with clear tops. I can inspect the blocks periodically without having to take them apart.

That's a great idea ty_ger07, when available. 
 
I am curious to hear what fluid was used, that has some "nice" chunks in it. Any biocide, silver??  OP may want to buy a system cleaner like mayhems.... I can imagine the pump insides are similar.

My problem with this thread is the rest of the loop has got to be like that too, but no mention of that being addressed? If your block is like that, all the loop interior surfaces are like that too. Frankly, this is what it looks like when someone puts chrolox bleach into a loop leading to a really bad chemical reaction with copper.

Agreed. If it were mine, I would scrap it all and start over with a new loop. It's either that or spend many hours and elbow grease scrubbing and scraping, changing fluid over and over again, and always have that nagging question in the back of your head asking when the radiator is spontaneously going to spring a leak due to deterioration of the wall thickness. Even worse, once the corrosion starts, it will continue and the loop will always need extra maintenance. The protective coatings have been desolved.

Recently I had to make some changes in one of the rigs so I also replaced tubes and cleaned CPU/GPU blocks. I'm using only distiled water and after about a year, loop was quite clean. There was still something here and there but nothing that was affecting temps (tested before and after cleaning).
 
Btw. I started to browse the forums today and noticed I have an account for 11 years but not even one post

I am still running a loop I built five years ago with a CPU and a 1080TI (Added two years ago) with zero contamination issues. And it runs the CPU and GPU 24/7 crunching at 100% full tilt.

That looks like a combination of color fluid breakdown, possibly leeched tubing and maybe algae but I'm just guessing as I don't know what fluid or tubing that was used and what your temps were like over the years.  As for the fluid, it eventually loses it's strength/protections after a while that's why you should do a annual complete drain and refill of new fluid.  Most fluids will let you know how long they are good for which is usually 12 months.  Don't add silver coils to EK's Nickel blocks as that can have a bad reaction.
 
Your whole loop is probably contaminated as someone else already stated.  I would completely break everything down and give it all a full bath, rad dance, etc. 
 
Scrap the tubing for some PrimoChill Advanced LRT and grab some EK clear premix fluid if not their fluid, check out Aquacomputer's clear Ultra.  I don't recommend color fluid because it tends to break down.  Just use color tubing and or RGB LEDs for color.

I have been using EKWB fluids for a few years now, and never had any issues with corrosion of any sort.  I know you are picking up their AIO systems, but I am wondering if it was just a bad flush on the new Phoenix system in your other link.  I would definitely reach out to EKWB about both the Phoenix and the Predator systems having this issue.
 
For the Predator, the warranty was  2 years on those models, and it does state that it needs to be taken apart and cleaned once every three years with fluids getting fully drained and replaced.

Technically neither.  Look up the EKWB predator, and it is an expandable AIO from EKWB, but it is not a sealed AIO or a custom loop.

Just don’t do that with anything plexiglass or warranty will be completely shot.

EKWB suggests using approved solutions that shouldn’t damage their components.

Isopropyl Alcohol will Destroy Plexiglas & Acrylic

gasoline, denatured alcohol, carbon tetrachloride, or acetone, which will cause the acrylic to craze with minute cracks.
