Can a single USB C cable to a USB 3.2 port be used to power the XR1?  Would be nice to a free port.

If the USB port provides enough power, then it may work. Most USB ports are only rated to provide 500mA to 1A (1000mA) of power. The Xr1 requires 1.2A (1200mA), so if your port and your USB cable support a minimum of 1.2A, then it technically should work, though we can make no guarantees of this.

Thanks for confirming.  I actually have it hooked up now to a KVM with a single USB-C to A cable and it appears to be working fine to pass an HDMI signal from a camera.
