Rubber mounting pads and sound proofing materials on and around the unit.

You should always have good air circulation for your drives. I have used to use sound proofing, but I had god air circulation. Now I just use the rubber mounts. If you are accessing the drive constantly try this -

Rubber mounts are all you really need. Unless you have a 10K Raptor in there, it'll be quiet.

There's a possibility your drive is dying too. Has it always been loud or has it recently gotten louder?

I'm afraid you're right. But for some reason it's not level anymore because when I tap it is usually silences for a while.
It's on rubber mounts and in a silent case

Sudden 'ticking' noises are a sign of a dying drive... Best to back up before the worst happens

Posts above me are correct. Rubber pads can help to quiet the HDD, but HDD are just louder than other components. And if the HDD is getting louder more recently, then it may be time to consider replacing.

if you don't need top speeds and just need it for storage purposes, get a 5400rpm

Probably time to backup and look for a replacement.
