SR-2 with Xeons X5698 stuck at x12 multiplier

Just as the title says the board runs with both CPU's stuck at multiplier 12 instead of going all the way to 33 ( 1.6ghz instead of 4.4ghz). There seems to be no way to unlock them in the bios. The curious thing is that if I swap the X5698's with a pair of x5687 and back again, the x5698's will run at 3.6ghz, inheriting the 5687's settings...at least for a while. 
Eventually after a few power cycles it will revert at x12-1.6ghz. The speed has been confirmed outside the bios too.
The CPU's are alright. I've tested them both in a regular EVGA X58 and they run at max speed with no issues.
 
Did anybody encountered something like this?

    Hi , u must manually set the multi  12-33 and bus-speed in bios.
    set multi x bus 28x150= 4200mhz and set cpu volt to 1,45 if it work, test 30x150=4500mhz 
    some memory need higher latency when overclocking.
    So if it not boot it can also be a mem fail from the high cpu speed.

    Nope, in bios the multiplier option is grayed out, stuck at x1 ( x12 in reality).
