I got my GPU around August from the local Naval Exchange. Everything was working fine till 3 days ago. I came home from work and then my monitor won't turn on. So I plugged in my monitor to the onboard DVI port to see what's going on. It turns out the pc doesn't even recognize that there's a GPU plugged in.
Everything looks fine from the outside. No physical damage to the pc it self. The LED on the GPU lights up, so it has power. The fans are not spinning at all. Can't even install NVIDIA drivers for the card because the motherboard thinks there aren't anything plugged in the pcie slot.

Here are the things I've done to try to fix/trouble shoot what is wrong:

-Re-seated Everything on the motherboard.
-cleaned everything inside the case.
-updated all the drivers.
-plugged the card into the second pcie slot.
-plugged the card into another pc.
-reinstalled the OS.
-reflash the bios.

Is my GPU faulty? Do I have to claim warranty on this thing?

First, does the gpu work in another system?  If it doesn't then RMA it.  If it does work, see below.
Second, is the BIOS set to recognize a gpu?
Did you try disabling the onboard GPU so that the MB is forced to recognize the discreet GPU?
Any power supply issues?  You have proper power to the GPU I assume.

I hate to be Captain Obvious (ok, I don't)...but other than plugging it into another motherboard, did you
make sure the power was fully seated?

I have received another 3070ti From the EVGA RMA department. It was fast and painless. The whole process took less than a week from Support tickets to receiving the new part. 9/10 Would recommend.

hi guy i am new to this i just recently got a 3070 ti on my new pc and everything booted up fine only problem is when digital display ports is used not working but HDMI is working for the display i just got this card 4 days ago and don't have a clue on what to do any help will be greatly apricated

Run EVGA X1 software & see if there is a Firmware update for your GPU
 
DP not working on boot issues is a known problem before the firmware update.
