Lots of good info under Overclocking, Cooling and Benchmarking

Yes it is worth it to put your Graphics Card under a Custom Water Loop or even install the EVGA Hybrid Kit.
As far as your CPU Question you would need to provide the Motherboard Make and Model and the Memory Installed.

Is your Computer Case big enough for a Radiator, 3x120mm Fans, 54mm Thick, 30-FPI Copper in Push/Pull.
For The GPU only for the RTX this is was is needed to really work well and without load fans.
This is my Z370 View System I going to keep it is for now and when the time comes replace it with whatever is out at the time.
Maybe Z490 or even X590, who really knows at this point.

Look at all the Games you play and if they will benefit from having More Cores over Less Cores and go from there.
While some games could less how many Cores you have some really want more and more now.
I run all my Intel Processors now with HT Disabled unless Benchmarking so I like to have a High Core Count CPU.

The i5-8600k is a hexcore and is very capable CPU, I myself would not change it out.
I would give it a nice little overclock to 4.7 or so, give or take.
I have the i5-8600k and an i7-8086k I run them around 4.7, 4.8 depending on what I am doing.
One of mine, the 8086k is custom loop with a 1080Ti
And the i5-8600k is with a GTX1080, both of those have AIO/CLC coolers.
If it were my setup and my main system, yes go full custom loop, or at least have both on AIO coolers.
