Related to the Pcie Led (PE1 status/mode). Were they lighting throughout the process?

First, so sorry about my English make you confusing.
- I have some questions about the Pcie Led status/mode. Were they lighting all time in process or it only lights up at startup?
- My case that the Pcie LED status/mode only shining on startup(image1), and turn off when i sign in the Window(image 2). Is it nomal or issue? I don't see any more inform related this case in the Manual so i need to wait for your help.

    You also have an M.2 Drive Activity LED in the same location.

    9. PCIe LED for PE1. The LED will remain off when this PCIe slot is disabled or unpopulated.
    a. WHITE: PE1 slot can be used with installed CPU.
    b. GREEN: PE1 device present and detected.
    10. PCIe LED for PE2. The LED will remain off when this PCIe slot is disabled or unpopulated.
    a. WHITE: PE2 slot can be used with installed CPU.
    b. GREEN: PE2 device present and detected.
    11. PCIe LED for PE3. The LED will remain off when this PCIe slot is disabled or unpopulated.
    a. WHITE: PE3 slot can be used with installed CPU.
    b. GREEN: PE3 device present and detected.
    12. PCIe LED for PE4. The LED will remain off when this PCIe slot is disabled or unpopulated.
    a. WHITE: PE4 slot can be used with installed CPU.
    b. GREEN: PE4 device present and detected.
    13. PCIe LED for PE5. The LED will remain off when this PCIe slot is disabled or unpopulated.

    16. M.2 Key-M Socket3 80mm (PM2)
    a. WHITE: M.2 can be used.
    i. Some devices do not have full activity detection support; for example, the LED will turn on when a SM951 drive is attached and blink while accessing. However, a XP941 drive does not support that function.
    ii. Rather than staying a solid white for "ON," some devices will blink when detected/active. This is specific to some devices.
    b. GREEN: PM1 device present and detected.
