Reinstalling/ upgrading drivers causes high CPU usage, GPU usage drops in BF1

Having an extremely strange problem... Any insight would be greatly appreciated!
To be clear, this problem has happened on my brand new EVGA 1070 FTW and EVGA 1080 FTW (So its probably not the card)
On a clean install of the system, Battlefield 1 will run fine. GPU usage around 100%, CPU usage hovering between 60-75%. FPS is steady, no real drops. If I use DDU to clean the drivers and either reinstall, downgrade or upgrade drivers It will essentially break Battlefield 1. CPU usage will now often hover around 90-100%, GPU usage will experience drops. 10% up to 50% drops. It will cause my FPS to go from 95 down to 75 or down to even like 60.
This will happen even if I'm reinstalling the same driver version. This will also happen if I upgrade. Even if after upgrading I reinstall the old version, it will happen. Seems like I need to reinstall the Operating System to fix the problem.
It seems to only affect Battlefield 1.
Running 3DMark Firestrike produces a completely normal result. Running other games I get no drops, steady usage.
Why is this happening? I know DDU is safe to use, I know I'm using it correctly in safe mode. I haven't heard of anyone else with this problem.

    Read NOTEs at bottom before you start.
    If you Installed and reinstalled device drivers, it’s possibly not working just like you expected or has an unknown quirk.  Then you may want to check and see if your old drivers  actually got removed.  Device manager will not show them.  
    To check and see if you have extra drivers from re-installs present on your hardware; you must set a flag for device manager from the cmd box.  In the Start Menu, click on "All Programs" and then "Accessories".  Now right click on the Command Prompt and click on Run as administrator.    Now type in this 
     
    FLAG/CMD:(do not type the FLAG/CMD:)  “set devmgr_show_nonpresent_devices=1” (no quotes) 
    Next type ”devmgmt.msc “  (as administrator)
     
    Once you are in Device Manager, go to the "View" menu, select  “Show Hidden Devices”.  This will show all the device drivers including things that aren’t currently installed in your computer.
    You can right-click on the driver and then choose Uninstall from the menu to remove the (grayed) drivers for that old hardware.
     
    This procedure can resolve a lot of weird issues, and even increase performance on some machines where you’ve upgraded drivers a ton of times.  
     
    NOTE: the grayed out drivers may OR may Not still be needed.  Before deleteing make sure they are not for some devices (like USBs or some parts of media player).

    And for greyed out drivers, for my purposes, I'll just look for anything Nvidia related and leave everything else alone for the time being. 

    Unfortunately I've already reset my system, so I might have to go recreate the issue. You don't think there's a possibility of a hardware issue anywhere do you?

    Anything is possible.  Just need to check the possible extra drivers as the OS can link to the wrong Driver and / or try to use 2 or more drivers at the same time. This action was more prevalent in past OSs but with Win 10 I still have misgivings on some of new MS Software coders not understanding the ins and outs.

    Gotcha! Thank you man.

    So every time even after running DDU I need to run that command and make sure its all cleaned out before installing new drivers.

    If its already cleaned and its exhibiting the same problems... what would you suspect there?

    Very odd issue. Good thing it only affects BF1. Have you tried reinstalling BF1 after encountering the issue?

    It is odd. I... believe I may have reinstalled the game once when this problem occurred, although I do not remember. I need to start writing down all the problems I get and all the troubleshooting steps so I can reference them later on.
    I think the problem is only affecting Battlefield 1, but I'm slightly uncertain. Last night before I went ahead and reinstalled the OS, I noticed some very large spikes in CPU usage when I was in Chrome. Usage usually stays around 5-20% but it spiked to 80-90. They were like slightly steep waves not a small spike.
    I remember back a while ago (we spoke about this too I think) CPU usage for whatever reason jumped to 100% and was staying there. Noticed it when the youtube video I was watching started lagging and freezing. Thought it was a virus, all scans came back clean.

    Not sure if I can connect those honestly.

    I'm about to do a motherboard swap, just gotta figure out which one to switch to. Believe some of my problems may be related to a faulty motherboard, and or some sort of weird compatibility issue with the drivers or something in there.

    Are you playing using DX11 or DX12 in BF1?

    DX11.

    Don't know why, but if the game is set to DX12, it will become slow and crash within about a minute. Then will not start back up. Have to edit the config file back to DX11 to get the game to launch.

    Delete the config data contained in the \settings\ folder and BF1 will rebuild it. Set up your graphics settings again in-game and retest.

    Unfortunately that was one of the first things I tried in troubleshooting :( I deleted the entire config folder, turned off Origin cloud sync and repaired the game.
    Game loaded up into essentially exactly what it looked like the first time I booted it up.

    Looked into it more, seems like it might be something with DDU.
    Reinstalled my OS the other day and had the internet on, Microsoft installed drivers for my 1080 before I could run the installer myself. 
    Instead of using DDU, I just wrote over it. It seems fine.

    Seems like reseating the GPU also causes some drops. I'm using the latest version of DDU, are there known issues with DDU?

    Windows 10 is usually ok, I just think they include too much bloatware, Id like a more simple OS with less stuff I don't need.

    Got my old PC working as a backup, Windows 10 wouldn't work so It had to go back to 7, oh well lol

    With DDU, select the middle option on the left to use with Safe Mode and select the big box on right to reset the default installation option. Works every time.

    I used DDU on my old computer and on other computers before as well. Seems to work fine. I always run it in safe mode of course. But I don't usually press rest to default installation, doesn't that just turn back on Windows automatic GPU driver updates?

    It turns off GPU driver auto-installs so it doesn't install GPU drivers on the next regular boot. The next time you boot regularly, it's up to you to install the driver. It prevents Windows from installing the default GPU driver.

    Hi there 
    Sorry its late but i have found a fix for battlefield 1 that worked for me
    I found the problem! This is what the June Patch did
    > "Tread.proccessorcount -1" and "Thread.maxprocessorcount 2" <
    . Change it back to "Tread.processorcount 8" and "Thread.maxprocessorcount 8"
    to fix the CPU MAXING out issue. My 4770rk now maxes out at 85% usage instead of being pegged at 95%-100%.
