I tried the restore point, but that didn't help. I reset the bios and it didn't seem to help, but will tweak it a bit and see what happens.

Hmm. You haven’t messed with the slow mode jumper on the board have you?

No.  What I did notice is that my cpu is running at full GHz on task manager and cpu-z.  This is at idle, so something is going on there.  Cpu won't throttle down at idle.  Checked power options and it is on balanced. I figured if the cpu is maxed out when I benchmark or play a game maybe that is causing the jerkiness.

Running at full speed shouldn’t be hurting anything. What is your cpu usage while just idling with all programs closed?

CPU usage when idle is at 15%.  Used to run at around 3-5%.

Turned off Delivery Optimization.  Scanned for malware, nothing.  It is the system process that is running high.  Might try an "in place" re-install of windows 11.  Maybe that will help.  Also upgraded the bios.

So to be clear, you've cleared your CMOS on your board, went back in a made sure to "load optimized defaults" changed nothing else not even enabling XMP and the problem still persists when you boot to windows?
 
If so, you may have somehow nuked your install of Windows. I'd at that point recommend a full clean install of Windows 11, not just an in-place reinstall but a full wipe and format the drive from scratch. If that doesn't fix it something may be faulty on your motherboard or maybe even CPU.

Lol.  Any way, I did reset the cmos, I did load defaults in bios, and did a format of my ssd and did a clean install of windows 11.  No luck.  I do believe this is causing the problem. It is a system process called ntoskrnl.exe.  It is utilizing 9 -10% of my CPU at idle and the power usage is rated as very high in the task manager. The clean install did not sove that high usage issue.

Must be a windows 11 issue. Try windows 10.

That process is usually associated to memory or virtualization and memory management. 
 
Have you tested your memory for stability? Maybe you have a faulty stick causing errors. You can use Memtest and make a bootable USB drive, or just type in the search bar Windows Memory Diagnostic and run that and see if you get any errors. 
 
EDIT: Also you're not using any 3rd party virus software are you like Norton or McAfee?

what happens, when you do a "Clean Boot"?
 
1: Run Windows Performance Troubleshooter
 
In Command Prompt with administrative privileges, copy and paste the command
 
msdt.exe /id PerformanceDiagnosti
 
to activate PC performance troubleshooter.

Finally, solved my high cpu usage problemed which in turn solved my jerky video problem!  I was getting ready to pull my cpu to repaste and reseat it when I remembered reading something about this issue and the dvd caddie (not sure what the caddie is). I decided to disconnect my dvd drive and when I booted up the problem was fixed.  I don't know if the dvd drive is bad, or the e-sata card I had it plugged into.  Possibly "unseated" the e-sata card when I originally took things apart. Will look into that later.  BTW I tried just about everything everyone suggested, including clean installs of windows 10, 11, memory integrity check, dism, etc.  Thanks to everyone for their help. Check my new time spy results as proof of fix. Lol

J/K but crazy that a DVD drive can eat up so many CPU resources to tank performance that much. Glad you solved it though.
